The LAX Master Plan Stakeholder Liaison Office (LAX MP SLO) was created as a component of the LAX Plan and LAX Specific Plan by the Los Angeles City Council to ensure public participation in implementation of the LAX Master Plan. The LAX MP SLO provides stakeholders with direct access to applicable information on the LAX Master Plan implementation process and serves as a two-way conduit for communication on issues related to the LAX Master Plan. It is not only for people who live in the City of Los Angeles but for all stakeholders.
A “stakeholder” is a person or group who is directly impacted by the LAX Master Plan. Examples include airlines or other airport tenants, off-airport businesses, area residents and homeowner/community groups, governmental agencies, the traveling public, etc.
The LAXMP SLO will conduct numerous activities including:
- Providing briefings on the project-level Environmental Impact Report (EIR) prepared for the south runway improvements (Runway 25L);
- Coordinating with LAWA’s Advanced Planning Team as other LAX Master Plan projects are developed and forwarding pertinent project information to stakeholders;
- Developing committees that represent our proposed stakeholder groups (i.e. Community and Neighborhood Groups, Airlines and Other Airport Tenants, and Off-Airport Businesses); and
- Providing informational briefings to local community groups and businesses and other interested parties.

Stakeholder Liaison
The LAX Specific Plan includes a LAX Master Plan Stakeholder Liaison, who shall be “a person appointed by the BOAC to assist the board and other decision-makers in communicating with the stakeholders regarding LAX Master Plan decisions”
The Stakeholder Liaison is tasked with:
- Communication with stakeholders on the LAX Master Plan;
- Ensuring that notice is provided to stakeholders as early as possible in advance of initiation of LAX Master Plan projects and any LAX Specific Plan Amendment Study so the stakeholder(s) has adequate time to review and comment;
- Consulting with the Executive Director prior to recommendation of any LAX Master Plan project for approval, approval with conditions, modification or denial of a request for LAX Plan Compliance determination;
- Reviewing “request(s) for review,” establishing who are the appropriate stakeholders, passing the content of the request to these stakeholders, collecting their comments and concerns, then communicating this information to the LAWA Executive Director as early in the project development process as possible for LAWA consideration;
- Summarizing consultation with stakeholders for inclusion into the LAWA Executive Director’s written report for transmission to Board of Airport Commissioners for its action on the LAX Plan Compliance request.
